6 People Arrested; 4 Guns Recovered After Standoff in Cleveland

Cleveland, OH – Today, members of the U.S. Marshals Northern Ohio Violent Fugitive Task Force (NOVFTF) and the Ohio State Highway Patrol (OSHP), Special Response Team, arrested Michael Cullen, 35, and 5 other fugitives, who were all wanted for various offenses.

Cullen, who was the primary fugitive the task force was attempting to arrest, was wanted by the Ohio Adult Parole Authority (APA) for a parole violation. Cullen was on parole for prior weapons and drug offenses. 

Members of the fugitive task force developed information that Cullen was residing at an address near the 2700 block of Seymour Ave., Cleveland, Ohio. Task force members knocked and announced their presence at the residence and multiple occupants exited, not including Cullen. Task force members learned that Cullen had barricaded himself inside the residence and had no intention to surrender. Several announcements were made to Cullen to surrender to no avail. After several hours of communication with crisis negotiators, Cullen eventually surrendered to task force members and was arrested.  Three handguns and an AR-15 rifle were recovered out of the home as well.

Other individuals who were arrested on scene include: 

• Emma Raifsnyder, 20-year-old female wanted by Cuyahoga County Sheriff for improper handling of a firearm in a motor vehicle. 
• Jessie Richmond, 42-year-old female wanted by Strongsville Police for receiving stolen property.
• Glen Wilson, 42-year-old male wanted by Cuyahoga County Sheriff for probation violations (underlying drug charges).
• Candy Wilson, 39-year-old female wanted by Cuyahoga County Sheriff for receiving stolen property, breaking and entering, and drug charges.
• Anthony Torres, 33-year-old male wanted by Cuyahoga County Sheriff for burglary and robbery. 

U.S. Marshal Pete Elliott stated, “We are thankful for our partnership with the Ohio State Patrol and their Special Response Team. With their assistance today, we were able to take several dangerous fugitives off the street.”
