On Wednesday, MSTF members uncovered information that Caffey was residing in the 5200 block of Airview Rd. in Memphis. Caffey was located and arrested without incident.

Powell placed his hands on the victim’s neck and strangled her until she lost consciousness. When the victim regained consciousness, Powell placed a knife to the victim’s neck and threatened to kill her.
The victim attempted to escape but Powell forcibly prevented the escape. He forced the victim to a bedroom where he raped her. The victim escaped once he was asleep.
On October 21, 2026, information was developed that Powell may be in the Memphis area. The U.S. Marshals Service (USMS) in Nashville requested assistance from USMS in Memphis.
