Fugitive Located in Ecuador After 11 Years on the Run

Wheeling, WV – An Ohio County man wanted for Possession of Child Pornography was arrested yesterday by the U.S. Marshals Service in Miami, Florida.
David Buzzard, 76, was indicted on April 7, 2015, in the Northern District of West Virginia, due to an investigation conducted by the FBI. He is alleged to have knowingly possessed child pornography material.
In July 2018, the FBI contacted the U.S. Marshals Service and requested assistance to locate and apprehend Buzzard. Investigators conducted numerous interviews to track down his whereabouts. After a few years, U.S. Marshals developed information that Buzzard was using a third-party business in North Carolina to receive, scan and forward his postal mail to Cuenca, Ecuador.
A lead was sent to the U.S. Marshals Office of International Operations who were able to confirm his location. They were able to further develop information which led to the deportation of Buzzard. Buzzard was taken into U.S. Marshal custody in Miami, Florida. waiting to be transported back to West Virginia.
The U.S. Embassy in Quito, the Ecuadorian National Police and Ecuadorian migration authorities provided substantial assistance in facilitating the deportation. The Justice Department’s Office of International Affairs also provided assistance.
The U.S. Marshals-led Mountain State Fugitive Task Force is committed to assist West Virginia’s state and local departments to track down dangerous fugitives who attempt to avoid their charges by fleeing the state.
