Memphis Safe Task Force New Year’s Eve Update: Alleged Kidnapper, Rapist Among 25 Criminal Arrests, 12 Illicit Firearms Seized

Memphis, TN – Members of the Memphis Safe Task Force (MSTF) on New Year’s Eve executed 25 criminal arrests and seized 12 illicit firearms.

Of note: 

Jesse Clark was arrested for aggravated kidnapping, aggravated rape, aggravated assault, possession with intent to distribute marijuana, methamphetamine and fentanyl.

After MSTF members interviewed the victim at the Tillman Precinct, they began conducting surveillance at a house in the 4300 block of Given Avenue, to identify Clark. He was soon observed leaving the residence and a traffic stop was conducted. Clark was taken into custody, and a search warrant was conducted at the Given Avenue residence where investigators recovered evidence of the aggravated kidnapping and rape, as well as eight firearms.

“The Memphis Safe Task Force is working around the clock, including holidays and weekends, to go after the worst of the worst to make Memphis safe,” said U.S. Marshals Service Chief Inspector Chad Hunt, Commander of the Memphis Safe Task Force. “I think the arrest of Mr. Clark is a prime example of why we’re here.” 

Since the launch of the Memphis Safe Task Force initiative, officers have made 4,667 arrests and seized 745 illegal firearms, as well as substantial quantities of narcotics, and related contraband. These enforcement actions reflect a sustained commitment to reducing violent crime and removing dangerous weapons from Memphis neighborhoods.

Launched in September 2025, the Memphis Safe Task Force is a multi-agency initiative to combat violent crime in Memphis. Composed of federal, state, and local law enforcement, as well as the Tennessee National Guard, the task force is focused on arresting violent criminals, clearing warrants, seizing firearms, and locating missing children. 

This operation reflects the Memphis Safe Task Force’s commitment to coordinated enforcement efforts and its mission to identify, apprehend, and hold accountable those who pose a threat to public safety.
