Operation Jessica Results in 229 Sex Offender Compliance Checks, Two Arrests in Natrona County

Casper, WY - The U.S. Marshals Service District of Wyoming, in coordination with the Natrona County Sheriff’s Office and other state and federal law enforcement partners, recently completed Operation Jessica, a two-day initiative focused on verifying compliance with sex offender registration requirements throughout Natrona County.

During 16 hours of operational activity, law enforcement personnel conducted 229 compliance checks. Two individuals were arrested in connection with alleged violations of sex offender registration requirements.

Personnel participating in the operation represented the U.S. Marshals Service, Natrona County Sheriff’s Office, Wyoming Division of Criminal Investigation, U.S. Probation, and Wyoming Probation and Parole.

“Operation Jessica demonstrates what federal, state, and local agencies can accomplish when we combine our authorities, expertise, and resources in support of a shared public safety mission,” said Chief Deputy U.S. Marshal Michael Thomas. “These compliance checks help protect our communities by confirming the accuracy of registry information, identifying potential violations, and holding accountable those who fail to meet their legal obligations. We are grateful to the Natrona County Sheriff’s Office and every participating agency for their professionalism and commitment to this operation.”

Under the Adam Walsh Child Protection and Safety Act, the U.S. Marshals Service works with state, local, tribal, and territorial authorities to locate and apprehend noncompliant sex offenders. The agency also investigates potential violations of federal law involving individuals who knowingly fail to register or update their registrations as required.

“Sex offender registration requirements are in place to protect our communities, and we take compliance with those requirements seriously,” said Sheriff John Harlin. “Our deputies work throughout the year to ensure registered offenders remain in compliance, and Operation Jessica strengthened those efforts through collaboration with our law enforcement partners. We appreciate the commitment of each agency that contributed to this operation and shares our commitment to the safety of Natrona County.”

Operation Jessica supplemented the ongoing work of the Natrona County Sheriff’s Office Sex Offender Compliance/Warrant Team. The Sheriff’s Office has two deputies assigned full time to conduct compliance checks and monitor registered sex offenders in Natrona County. These deputies regularly verify information provided by registrants, investigate suspected violations, and enforce applicable registration requirements.

Information about registered sex offenders is available to the public through the Wyoming Sex Offender Registry. The registry may be searched by name, address, city, county, ZIP code, or geographic area.

Residents may also enroll to receive email notifications regarding registered offenders living near a specified address. Community members are encouraged to use this resource to remain informed.

Operation Jessica is named in memory of Jessica Lunsford, a 9-year-old Florida girl who was abducted and murdered in 2005 by a convicted sex offender. Her death contributed to nationwide efforts to strengthen sex offender registration, monitoring, and enforcement. Operation Jessica honors her memory through proactive law enforcement efforts to identify registration violations, promote accountability, and enhance public safety.
