U.S. Marshals Arrest Maine Man and Recover Missing Persons in Virginia

Portland, ME– The U.S. Marshals Service (USMS) announces the arrest of Oscar Geovanny Melgar-Flores, 25, on warrants issued from the State of Maine for Unlawful Sexual Contact (Class C), Unlawful Sexual Touching (Class D), and Furnishing Liquor to a Minor (Class D).
The sexual assault was alleged to have occurred between Melgar-Flores and a 13-year-old minor victim in Maine on April 3, 2021. According to information received by the Kennebec Sheriff's Office indicating Melgar-Flores fled to Virginia after the victim's parents alerted local law enforcement. Shortly after, Baltimore County Police Towson, (MD), found Melgar-Flores' abandoned vehicle. On April 6, 2021, an arrest warrant was issued by the Kennebec County Superior Court (ME).
According to information gathered from the Clinton Police Department (ME), Melgar-Flores later returned to Maine in a different vehicle to pick up his 17-year-old girlfriend and their 11-month-old daughter. It was unknown at the time if they left voluntarily with Melgar-Flores. A Missing Child investigation was also being conducted by authorities concurrently with the fugitive investigation.
On June 22, 2021, the U.S. Marshals Service from the Eastern District of Virginia, along with Task Force Officers from the Newport News (VA) Police Department conducted surveillance at a residence believed to be associated with Melgar-Flores in Newport News, VA. U.S. Marshals Service Task Force members arrested Melgar-Flores without incident at the residence. They also recovered the 17-year-old girlfriend and 11-month-old baby. It was determined that both parties were there of their own volition and were not forced or held against their will. Melgar-Flores was transported to the Newport News City Jail (VA) on a Fugitive from Justice charge and awaits extradition on charges from Maine.
The U.S. Marshals Service Maine Violent Offenders Task Force, comprised of members of the Maine State Police, Maine Department of Corrections, Biddeford Police Department, and U.S. Customs and Border Patrol; U.S. Marshals Service Eastern District of Virginia; Kennebec Sheriff's Office; Clinton (ME) Police Department; Newport News (VA) Police Department; and Baltimore (MD) County Police Towson, assisted with the investigation.
