NORFOLK, Virginia – A fugitive investigation that spanned several states and lasted over 18 months came to an end today when the U. S. Marshals Service (USMS) arrested a fugitive who was wanted in relation to a homicide that occurred in Hampton on April 11, 2025.
The USMS Capital Area Regional Fugitive Task Force (CARFTF), in conjunction with the USMS New York/New Jersey Regional Fugitive Task Force arrested Curtis Shermaine Frazier, Jr., 27, shortly after 9:30 a.m., in the 5000 block of Farragut Avenue in Brooklyn, New York. Frazier was wanted on charges of second-degree murder, use of a firearm in the commission of a felony, shooting in a public place, and reckless handling of a firearm.
All charges were related to a Hampton homicide at the Karma Lounge that took the life of 25-year-old D’Angelo Osborne.
Shortly after the homicide, investigators with the Hampton Police Division requested assistance from the USMS Capital Area Regional Fugitive Task Force with locating and apprehending Frazier. The USMS CARFTF followed up on leads in North Carolina and Georgia before ultimately apprehending Frazier in New York.
Frazier was arrested without incident and is being held at Brooklyn Central Booking, where he will await extradition to Virginia to face charges.
The USMS Capital Area Regional Fugitive Task Force was established in June of 2004, has partnership agreements with over 100 federal, state, and local agencies and has 8 fully operational offices. To date, the USMS CARFTF has arrested more than 111,488 fugitives.
