U.S. Marshals Capture Juvenile Murder Fugitive in Colorado; Reward Remains Offered for Second Suspect

Philadelphia, PA - The U.S. Marshals Service Violent Offender Task Force in Colorado arrested Azzubair Outen-Fleming, 16, in Colorado Springs. Outen-Fleming was charged with the June 6th murder of a 22-year-old Penn State student in south Philadelphia. 

After developing information Outen-Fleming fled Pennsylvania around June 11th, Deputy Marshals from Philadelphia determined he had distant family members in Colorado. On July 1st, Marshals in Colorado established surveillance at a residence in the 4200 block of Loomis Avenue in Colorado Springs that had ties to Outen-Fleming’s family in Philadelphia. At approximately 8:30pm Outen-Fleming was arrested inside the home, attempted to conceal his identity, but was positively identified through investigative means. He is currently being detained in the Zebulon Pike Youth Services Center awaiting extradition back to Philadelphia.

Eastern District of Pennsylvania Fugitive - Kaiseem Smith

U.S. Marshals still seek Kaiseem Smith, 16, and are offering a $5,000 reward for information leading to his arrest.  

“Crossing state lines did not prevent this arrest. The U.S. Marshals Service quickly tracked and apprehended Azzubair Outen-Fleming to Colorado, and we will continue our pursuit of Kaiseem Smith until he is in custody” said Robert Clark, Supervisory Deputy Marshal for the Eastern District of Pennsylvania.  

The Eastern Pennsylvania Violent Crimes Fugitive Task Force is a team of law enforcement officers led by U.S. Marshals in Philadelphia and the surrounding counties. The task force’s objective is to seek out and arrest violent crime fugitives. Membership agencies include the Philadelphia Police Department, Pennsylvania State Parole Officers, Pennsylvania State Police, Pennsylvania Attorney General Agents, Chester Police Department, and Bucks County Sheriffs.
