U.S. Marshals in Fresno Arrest Gang Member Wanted for Armed Robbery of U.S. Mail Carrier

Washington, DC - The U.S. Marshals Pacific Southwest Regional Fugitive Task Force (PSWRFTF) in Fresno, California, along with partner agencies on Feb. 13 arrested a man wanted for the Jan. 17 armed robbery of a U.S. mail carrier.

Frankie Luna Ochoa, aka “Face,” 38, is a known gang member with an extensive violent criminal record involving firearms, false imprisonment, resisting arrest, narcotics, participating in a gang, and domestic violence.

The PSWRFTF received the Ochoa case Jan. 21 from the U.S. Postal Inspection Service’s Fresno office and coordinated with Valley Crime Stoppers Feb. 11 to promote a $150,000 reward for information leading to his capture.

An anonymous tip submitted to Crime Stoppers led PSWRFTF investigators to Ochoa’s location in the 2000 block of West Dudley Avenue in Fresno, where he was taken into custody with the assistance of the Fresno Police Department and the Fresno County Sheriff’s Office Rural Multi-Agency Gang Enforcement Consortium team and booked into the Fresno County jail without incident.  

The U.S. Marshals have a long history of providing assistance and expertise to other law enforcement agencies in support of fugitive investigations. The success of U.S. Marshals task force initiatives, combined with the outstanding relationships forged with other law enforcement agencies, has led to the formation of permanent fugitive task forces, as well as ad-hoc task forces in response to unique cases that pose immediate threat to the public. In 2025, U.S. Marshals Service-led fugitive task forces arrested over 73,000 federal, state and local fugitives and cleared nearly 88,000 warrants.
