U.S. Marshals Task Force and Seattle SWAT Arrest New Orleans Murder Suspect

Federal Way, WA - The U.S. Marshals Pacific Northwest Violent Offender Task Force (PNVOTF), with the assistance of the Seattle PD SWAT team arrested a fugitive Thursday, Sept. 17, who was wanted on a felony warrant for homicide.

Terrance Carter, 31, was wanted by the New Orleans Police Department (NOPD) on a charge of second-degree murder. NOPD responded to a shooting on Aug. 23, 2026, in which the victim, Kevionte Davis, 29, was fatally shot. NOPD subsequently identified Carter as the shooter and issued an arrest warrant on Sept. 3, 2026. 

Carter was also linked to a 2015 incident in which he was arrested for his role in shooting at three deputies from the Jefferson Parish Sheriff's office in Jefferson Parish, Louisiana. 

Detectives with the New Orleans Police Department and members of the U.S. Marshals New Orleans Task Force diligently worked together to locate Carter. Carter was determined to be in the greater Seattle area, and a lead was sent to the U.S. Marshals Pacific Northwest Violent Offender Task Force.

The PNVOTF located Carter in the 900 block of SW Campus Drive in Federal Way, WA.

The PNVOTF coordinated with SPD SWAT to take Carter into custody. After an initial attempt to flee, Carter surrendered and was taken into custody by SPD SWAT officers without further incident. 

Carter was transported to the Maleng Regional Justice Center, where he will await extradition to New Orleans.

We appreciate the Seattle Police Department SWAT team and our partners in New Orleans for their teamwork and commitment to bringing this suspect into custody,” said Acting U.S. Marshal Donrien Stephens. 

The PNVOTF is a U.S. Marshals-led partnership comprised of federal, state, and local law enforcement officers from Washington, Oregon, and Alaska. The PNVOTF’s primary mission is to locate, apprehend, and return the most violent and egregious federal and state fugitives to the justice system.
