U.S. Marshals Task Force Arrests Alleged Sexual Predator

Spokane, WA - On April 15th, 2025, the United States Marshals Service Pacific Northwest Violent Offender Task Force (PNVOTF) located and arrested Marshall Foster, 60. Foster was wanted out of Forsyth County, North Carolina for allegedly molesting his adopted daughter, who is physically disabled. On 4/10/2025, the General Court of Justice in Forsyth County, North Carolina, issued an active felony arrest warrant for Forcible Sexual Rape of a Minor in the Second Degree. Foster was booked into Spokane County Jail, pending extradition proceedings.
The United States Marshals Service Carolinas Regional Fugitive Task Force (CRFTF) requested the USMS Pacific Northwest Violent Offender Task Force arrest Foster since an investigation determined he was in Spokane, Washington. The apprehension of Foster was the result of a well-coordinated effort which also involved the Spokane County Sheriff's Office Major Crimes Unit, the Federal Bureau of Investigations (Spokane Office), U.S. Border Patrol, and the Washington State Department of Corrections (DOC).
U. S. Marshal Craig Thayer said, “Inter-state, and inter-agency communication and cooperation have once again resulted in the apprehension of a fugitive, who will now answer their criminal charges in a court of law.”
Foster was booked into Spokane County Jail, pending extradition proceedings to North Carolina.
The Pacific Northwest Violent Offender Task Force is a U.S. Marshals-led partnership comprising federal, state, and local law enforcement officers from Washington, Oregon, and Alaska. The task force’s primary mission is to locate, arrest and return to the justice system the most violent and egregious federal and state fugitives.
