Missouri Sex Offender Arrested for 2010 Sexual Abuse in Randolph County

Clarksburg, WV – A Missouri man who was wanted in Randolph County for sexual abuse of a minor in 2010 was arrested today by U.S. Marshals (USMS) in Missouri acting on a collateral lead from the USMS in northern West Virginia. 

John D. Foster II, 51, wanted by the West Virginia State Police (WVSP) for sexual abuse of a minor, was arrested without incident at his residence on Highlands Drive in Camdenton at approximately 1:45 p.m. today.

The U.S. Marshals Service in the Western District of Missouri received a lead from the Northern District of West Virginia on April 17. 

In July 2010, Foster is alleged to have sexually abused a minor at a residence in Montrose. Following the alleged abuse, Foster moved to Missouri. A sexual assault warrant for his arrest was obtained in 2010, but limitations on extradition prevented his arrest and extradition to Randolph County.

In March 2026, the U.S. Marshals Service Mountain State Fugitive Task Force contacted the West Virginia State Police Violent Crime and Cold Case Task Force to determine if the matter could be investigated to arrest Foster for his alleged act. 

The WVSP reopened the investigation and on April 9 obtained a new arrest warrant for Foster charging him with First-Degree Sexual Abuse. 

Foster will be seen in Camden County prior to extradition back to Randolph County.

Foster was required to register as a sex offender based on a 1996 conviction of rape in Kansas City, Kansas, in which the victim was 13 years old. According to sex offender records from Missouri, Foster was compliant with his requirements to register as a sex offender.
