Operation Stampede: Yakima Surge Successfully Concludes: A U.S. Marshals Service-Led Multi-Agency Effort Targeting Violent Crime in Eastern Washington

Yakima, WA - The United States Marshals Service Pacific Northwest Violent Offender Task Force, in collaboration with the Yakima County Sheriff’s Office and Yakima Police Department, and in coordination with federal, state, local, and tribal partners, has concluded Operation Stampede: Yakima Surge, a week-long violent crime reduction initiative conducted from May 3–8, 2026.
Law enforcement agencies coordinated intelligence sharing, operational planning, and enforcement efforts focused on locating and arresting violent fugitives, disrupting gang activity, targeting repeat offenders, and sex offenders, across Yakima and Yakima County in the Eastern District of Washington.
During the operation, law enforcement officers arrested 28 individuals, delivering a concentrated impact on public safety throughout the region.
United States Marshal Craig Thayer commented that “The success of Operation Stampede demonstrates once again that the intelligence-driven cooperative efforts between federal, state, local and tribal law enforcement agencies and the public results in much safer communities. Bringing violent offenders into court to answer their charges allows the criminal justice system to work for everyone, and especially for the victims of these serious violent crimes.”
Participating agencies included the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Benton County Sheriff’s Office the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), Homeland Security Investigations (HSI), the United States Attorney’s Office, U.S. Border Patrol (USBP), Union Gap Police Department, United States Marshals Service - District of Alaska, United States Marshals Service - District of Oregon, United States Marshals Service - District of Western Washington, United States Marshals Service - Investigative Operations Division: Organized Crime and Gangs, United States Marshals Service - Northern District of California, United States Probation Office for the Eastern District of Washington, Wapato Police Department, Washington State Department of Corrections, Washington State Patrol, Yakama Nation Tribal Police Department, Yakima County Fire District 5, Yakima County Prosecutor’s Office, Yakima County Sheriff’s Office, and Yakima Police Department.
Arrests: (All arrestees are presumed innocent until proven guilty in a court of law)
1. Tyrone Sissom - A former West Valley (Yakima) school district teacher and a current teacher for Evergreen Middle School was arrested by members of the United States Marshals Service Pacific Northwest Violent Offender Task Force - Western District of Washington. Sissom is charged with Rape of Child in the 3rd Degree and two counts of Communicating with a Minor for Immoral Purposes.
2. Karli A. Haas - Arrested for Escape from Community Custody, a felony arrest warrant has been issued by the Washington State Department of Corrections, as well as additional charges for Possession of Methamphetamine. Haas’s underlying supervision requirement stemmed from a Possession of Controlled Substance with Intent to Deliver conviction.
3. John S. Combs - Arrested for Escape from Community Custody, a felony arrest warrant had been issued by the Washington State Department of Corrections. Combs underlying supervision requirements stemmed from a Possession of a Controlled Substance conviction.
4. Harriet L. James-White - Arrested for Malicious Mischief in the 3rd degree and Escape in the 3rd degree.
5. Ofelio Espino Valle - A federal fugitive, was arrested on a federal arrest warrant for Possession with intent to distribute controlled substances, in violation of 21 U.S.C. 841(a)(1). The warrant stemmed from a Homeland Security Investigations – Yakima, criminal investigation.
6. Christina Rose Hegge- Arrested for Escape from Community Custody, a felony arrest warrant had been issued by the Washington State Department of Corrections. Hegge’s underlying supervision requirements stemmed from a Possession of Controlled Substance with Intent to Deliver conviction.
7. Jamie Dawn Rucker- Arrested for Escape from Community Custody, a felony arrest warrant had been issued by the Washington State Department of Corrections. Rucker’s underlying supervision requirements stemmed from a Possession of Controlled Substance with Intent to Deliver conviction.
8. Michale Robert Zook- Members of the United States Marshals Service Pacific Northwest Violent Offender Task Force arrested Zook. An arraignment warrant for Zook had been issued by the Benton County Superior Court on May 4, 2026, for two counts of Second Degree Rape of a Child RCW 9A.44.076 with Aggravating Circumstance Allegation- Position of Trust, RCW 9.94A.535(3)(n), and Aggravating Circumstance Allegation – Pattern of Sexual Abuse, RCW 9.94A.535(3)(g).
9. Adriana R. Mitchell - Arrested for Escape from Community Custody, a felony arrest warrant had been issued by the Washington State Department of Corrections, as well as additional misdemeanor arrest warrant for Assault in the 4th degree – Domestic Violence. Mitchell’s underlying supervision requirements stemmed from an Assault Domestic Violence conviction.
10. Luciano Quintana - Arrested for Escape from Community Custody, a felony arrest warrant had been issued by the Washington State Department of Corrections. Quintana’s underlying supervision requirements stemmed from a felony Violation of Court Order - Domestic Violence conviction.
11. Omar Mendoza- A state fugitive, was arrested in Kennewick, Benton County, Washington, on a felony arrest warrant for Assault in the 2nd degree – Domestic Violence: Strangulation, as well as additional charges for Violation of a No Contact Order.
12. Jamey Hilton – A federal fugitive, was arrested on a federal arrest warrant for Distribution of 50 Grams or More of Pure Methamphetamine, in violation of 21 U.S.C. 841(a)(1), (b)(1)(A)(viii), and Distribution of Fentanyl, in violation of 21 U.S.C. 841(a)(1), (b)(1)(C). The warrant stemmed from a Federal Bureau of Investigation – Yakima, criminal investigation.
13. Preston D. Adams - Arrested for Assault in the 2nd degree – Domestic Violence.
14. Ricardo Perez-Rodriguez - A federal fugitive, was arrested on a federal arrest warrant. He was wanted for violating the terms and conditions of his probation. Perez-Rodriguez’s underlying supervision stemmed from a federal conviction for Distribution of 40 Grams or More of Fentanyl, in violation of 21 U.S.C.841(a)(1), (b)(1)(B)(vi); Distribution of 40 Grams or More of Fentanyl, in violation of 21 U.S.C.841(a)(1), (b)(1)(B)(vi).
15. Robert Longee - Arrested for Escape from Community Custody, a felony arrest warrant had been issued by the Washington State Department of Corrections. Longee’s underlying supervision requirements stemmed from an Assault -Domestic Violence conviction.
16. William Manuel - Arrested for Escape from Community Custody, a felony arrest warrant had been issued by the Washington State Department of Corrections. Manuel’s underlying supervision requirements stemmed from a felony Failure to Register as a Sex Offender conviction.
17. Christopher Whitebill - Warrant served for Failure to Appear - Threats the Kill.
18. Torey R. Franzen - Arrested for Unlawful Possession of a Firearm 2nd degree and Possession of a Stolen Firearm.
19. Deshayna Rheann Brisboi-Logie - A federal fugitive, was arrested on a federal arrest warrant. She was wanted for violating the terms and conditions of her probation. Brisboi-Logie’s underlying supervision stemmed from a federal conviction of Assault Resulting in Serious Bodily Injury, in violation of 18 U.S.C. 1153 and 113(a)(6).
20. Naeteisha Culps - Arrested for Escape from Community Custody, a felony arrest warrant had been issued by the Washington State Department of Corrections. Culp’s underlying supervision requirements stemmed from a felony Assault 3rd degree conviction.
21. Joe Daniel Lucei - Arrested for Failure to Appear: Theft 3rd Degree.
22. Rodolfo Mancilla - Arrested for Escape from Community Custody, a felony arrest warrant was issued by the Washington State Department of Corrections. Mancilla’s underlying supervision requirements stemmed from a felony Violation of Court Order - Domestic Violence conviction.
23. Nathanial Glossip - Arrested for Escape from Community Custody, a felony arrest warrant had been issued by the Washington State Department of Corrections. Glossip’s underlying supervision requirements stemmed from a felony Assault 2nd degree conviction. As well as an additional Yakima County Sheriff’s Office Violation of a No Contact Order.
24. Santana Price - Arrested for Escape from Community Custody, a felony arrest warrant had been issued by the Washington State Department of Corrections. Price’s underlying supervision requirements stemmed from a felony Failure to Register as a Sex Offender conviction.
25. Justin Ails - Arrested for misdemeanor warrants for false statements to a public servant and failure to appear in the 3rd degree.
26. Rabin Zamora - Arrested on a felony arrest warrant for Violation of the Uniform Controlled Substance Act.
27. Cierra Elizando - Warrant served for Possession of Controlled Substance with Intent to Deliver.
28. Jonathan Coleman - Arrested for Escape from Community Custody, a felony arrest warrant had been issued by the Washington State Department of Corrections. Coleman’s underlying supervision requirements stemmed from a felony Possession of Controlled Substance with Intent to Deliver conviction.
The Pacific Northwest Violent Offender Task Force is a U.S. Marshals-led partnership comprising federal, state, and local law enforcement officers from Washington, Oregon, and Alaska. The task force’s primary mission is to locate, arrest and return to the justice system the most violent and egregious federal and state fugitives.
