MSTF Executes 30 Arrests, Recovers 2 Guns Tuesday

Memphis, TN - The Memphis Safe Task Force (MSTF) on Tuesday arrested 30 people, including two people wanted for murder and two for child rape, and recovered two illegal firearms.

Of note:

Albert Boyce, 25, was arrested in the 8000 block of Waterford Circle on a warrant for second-degree murder stemming from an incident on Dec. 8, 2020.

Decoreion McDowell, 25, was arrested in the 8200 block of Post Creek Drive on a warrant for second-degree murder. McDowell’s mother met MSTF at the door of the residence and called for him to come down to the first floor where he was taken into custody without incident. McDowell has a criminal history of robbing juveniles at gunpoint.

Jose Navarro, 37, was arrested on an outstanding warrant for rape of a child and aggravated sexual battery. The victim was 12 years old. MSTF members found Navarro in the back room of a residence in the 3900 block of Raleigh Frayser Road and took him into custody without incident. 

Terence Gray, 68, was arrested and charged with aggravated rape of a child, aggravated sexual battery, continuous sexual abuse of a child and theft of property under $1,000. The victim was 9 years old. MSTF located Gray at a residence in the 900 block of Chelsea Avenue and took him into custody without incident.

The Memphis Safe Task Force, a multi-agency initiative, was organized in September 2025 to combat violent crime in Memphis. It is composed of federal, state and local law enforcement, as well as the Tennessee National Guard, and focuses on arresting violent criminals, clearing warrants, seizing firearms, and locating missing children.

Since the launch of the Memphis Safe Task Force initiative, officers have made 11,382 arrests, 1,264 for controlled substances, 1,147 for firearms violations, and 114 for sex offenses. Of those arrested, 334 were juveniles and 1,218 were known gang members. The task force has seized 1,962 illegal firearms. These enforcement actions reflect a sustained commitment to reducing violent crime and removing dangerous weapons from Memphis neighborhoods.

The Memphis Safe Task Force is a multi-agency initiative established via a Presidential Memorandum signed by President Donald Trump on Sept. 15, 2025. Aimed at addressing violent street crime, the task force coordinates federal, state, and local law enforcement and includes mobilized members of the Tennessee National Guard. The MSTF is focused on arresting violent criminals, clearing warrants, seizing firearms, and locating missing children. Since the operation began, the MSTF has located 155 missing children.

This operation reflects the MSTF’s commitment to coordinated enforcement efforts and its mission to identify, apprehend, and hold accountable those who pose a threat to public safety.
