U.S. Marshals Arrest Fugitive in Hit-and-Run That Claimed Life of 16-Year-Old

PHILADELPHIA - The United States Marshals Service announced the arrest of Robert Reynolds, 22, in connection with the fatal hit-and-run death of 16-year-old Billy McWilliams in Northeast Philadelphia in July 2023.

Reynolds was arrested at an apartment in the 9200 block of Blue Grass Road in Northeast Philadelphia. He faces charges of vehicular homicide, involuntary manslaughter, driving without a license, and unauthorized use of an automobile.

The arrest follows an investigation into the fatal accident, which claimed the life of a teenager and devastated his family and community.  The U.S. Marshals Service worked in coordination with the Philadelphia Police Department’s Crash Investigation Unit, whose detectives deserve significant credit for their investigative efforts and continued work on the case.

“The detectives of the Philadelphia Police Department’s Crash Investigation Unit deserve tremendous credit for their dedication and persistence in this investigation,” said Robert Clark, Supervisory Deputy of the U.S. Marshals Service. “We are proud to support our Philadelphia Police Department partners and assist in bringing this case before the judicial system. Our thoughts remain with Billy McWilliams’ family as they continue to cope with this devastating loss.”

The Eastern Pennsylvania Violent Crimes Fugitive Task Force is a team of law enforcement officers led by U.S. Marshals in Philadelphia and the surrounding counties. The task force’s objective is to seek out and arrest violent crime fugitives. Membership agencies include the Philadelphia Police Department, Pennsylvania State Parole Officers, Pennsylvania State Police, Pennsylvania Attorney General Agents, Immigration Customs Enforcement, Chester Police Department, Bucks County Sheriff's Office, and Delaware County Sheriff's Office.
