Fugitive of the Week Located at Local Jail

Concord, NH – Shortly after being featured this past week as the "Fugitive of the Week," Francis Joseph Harrington, 37, was located at a local jail in the Manchester, NH area. Mr. Harrington was being sought on a new federal indictment for possession with intent to distribute a controlled substance – fentanyl.

Harrington had been featured this past Wednesday morning as the "Fugitive of the Week." This feature was aired on WTPL-FM, WMUR-TV, The Union Leader, The Nashua Telegraph, The Patch, Foster's Daily Democrat, Manchester Information, the Manchester Ink Link, the Rochester Voice and prominently featured on the internet. The "Fugitive of the Week" continues to be a very successful tool that has resulted in the location and arrest of numerous fugitives since its implementation in 2007. Additionally, the "Fugitive of the Week" is distributed statewide to all law enforcement officers.

The day after the feature was aired, the U.S. Marshals Service received a telephone call from a family member of Mr. Harrington's, whom indicated that Harrington was currently in custody at the Hillsborough County Jail. This information was confirmed and a detainer was lodged against Harrington to ensure that he is not released from jail prior to being brought before the U.S. District Court in Concord, NH. At the time of the federal indictment and issuance of the arrest warrant it was not known that Harrington was held in jail without bail, so he was featured as the "Fugitive of the Week." It was as a result of this feature that the U.S. Marshals learned about the location of Harrington and were able to ensure that he will not be released without addressing his new criminal issues in federal court.

Since the inception of the New Hampshire Joint Fugitive Task Force in 2002, these partnerships have resulted in over 7,908 arrests (Updated as of 12/16/2019). These arrests have ranged in seriousness from murder, assault, unregistered sex offenders, probation and parole violations and numerous other serious offenses. Nationally the United States Marshals Service fugitive programs are carried out with local law enforcement in 94 district offices, 85 local fugitive task forces, 8 regional task forces, as well as a growing network of offices in foreign countries.
